The Communications Management Association (CMA) has criticised communications watchdog Ofcom for failing to properly support the supply of broadband services for businesses.
Carolyn Kimber, who chairs the organisation, said that Ofcom has been too committed to consumer competition and has neglected business needs.
"The communications needs of the businesses users are overlooked by lawmakers and regulators in favour of consumer needs and the needs of the supplier community," she said.
Ms Kimber added that ensuring a competitive pricing structure was a key issue to be addressed, as well as making infrastructural changes to supply high-speed broadband services in the future.
She also said that the recent proposal to deregulate the UK market failed to take in to account the needs of businesses.
A growing number of companies are finding that VoIP is helping them transform the way they manage their communications.
