Scotland on Sunday asserts that by taking a number of measures, bill payers can look to lower outgoings considerably.

Elsewhere, it has been revealed that UK citizens will pay almost £9.3 billion in unnecessary taxes in 2008 partially because they are failing to take advantage of tax-free savings accounts, an increase of £1.4 billion since last year.
